Terry Keel Letter

Dear Mr. Welch,
One of the most sobering responsibilities of an elected official is to ensure the continuity of the government should our country be attacked. This includes providing for a method of temporary succession should our elected representatives become unavailable in such an event. As a result, in 1985 the Legislature enacted the Emergency Interim Legislative Succession Act (Chapter 304, Government Code). This statute provides for a temporary transfer of my duties as a state representative should I become unavailable during an attack.
The Texas Secretary of State recently requested that legislators designate individuals as possible successors. I would like to nominate you as an emergency interim successor for District 47. Your name will be included on a list of successors, ranked in order of succession, from which a temporary successor will be chosen to assume the powers and duties of my office should such an event occur. The emergency interim successor will serve until such time that the Secretary of State notifies the successor that the incumbent legislator, an interim successor higher in the order of succession, or a legislator elected and legally qualified can act. I hope that you will accept this nomination and help ensure that our state government is protected if an attack is levied against our country.
